rethfu renames mp3s, and can also clean your mp3's id3 tags, but not alone of course, it needs id3tag from the id3lib package, yup, just the binary, I didn't manage to find the C API to embbed the whole process, too bad.
This code is unmaintained and probably filled with buffer overflows (old and bad C).
